Background colors on desktop icons, Need to remove

I have a Dell LapTop with Windows XP that displayed icons
on the desktop with the text in a blue rectangular
background, making the desktop look bad. I have another
Dell desktop Windows XP and the desktop icons are
displayed with transparent text that look much better.
Is there any way to set the icon text background
to a transparent?
I have clicked on My Computer and select Properties. Flip
to the advanced tab and clicked on settings under
Performance. Scroll down the list of visual
effects and removed the check next to "Use drop shadows
for icon labels on
desktop" But this does not change the appearance on the
desktop shadow any suggestions or is there a registry
tweak needed??

If you right click on the desktop, select "arrange icons by", is "lock web
items on desktop" selected? If so, uncheck this.

First, the checkbox for Use drop shadows for icon labels on the Desktop
needs to be checked. Next, right click the Desktop go to Properties,
Desktop, Customize Desktop, Web tab and uncheck any Web content.
