Icon text background not transparent

Hi everyone,

I've tried everything I can think of and nothing seems to work to make the
background behind the icon desktop icons text transparent.

I have gone to System Properties > Advanced > Performance Settings >Visual
Effects and checked "use drop shadows for icon labels".

I have made sure that "Lock Web Items on Desktop" is not checked on Desktop
properties under Arrange By ...

I have also gone to the Desktop tap under Desktop properties and clicked on
the Customize button and then on the Web tab I made sure there are no
checkmarks in that window.

The wallpaper selected is Azul that comes with Windows.

Is there anything else I can do or check to make the icon background
transparent?
