Automatic Updates stall at Installation Initialization

XP Pro SP2. Automatic Update downloads work but installation stalls forever
at installation initialization.
This is true whether I select inividual patches or not. It has been a
problem to some degree for a while but previously it seemed to work if I
selected individual patches. It has been a solid failure since restoring
the system and installing Norton 2005.
Feels like a registry problem.
Has anyone seen this or can anyone suggest a circumvention.
