Autodialer coming up everytime you start windows?

I have a friend, that the auto dialer keeps coming up everytime she starts
windows xp.

I have gone into msconfig and unchecked just about everything, but it still
comes up wanting to go online.

Is there a way to determine, what program is trying to access the internet?
So we can stop it from poping up and tryin to connect ?
