can't stop windows installer from coming up

Everytime a new window opens up on my computer whether
its from opening up a new program or trying to navigate
on the web a "windows installer" comes up. The prompt
says that it is trying to configure my computer for
Windows Frontpage. I already have Frontpage and this
hasn't happened in the past. It is really slowing down
my computer and I don't know how to stop it from coming
up. Can anybody help? Thanks for your time.
 
Search for this file "wininit.ini" and if found rename it wininit.oldini.
The file may not have been deleted after the installation of FrontPage.
(Do not touch WININIT.EXE)
