Assigning programs to CapsLock+Cursor keys?

I need to assign the execution of a program to the key combination

CapsLock + Cursor Key Right,

to the key combination

CapsLock + Cursor Key Left,

and so on.

To make things easier: I don't need the normal CapsLock functionality,
i.e. I'm happy with redefining the CapsLock key to be the Windows-Key,
whatever.

How should I proceed?

Seems like KeyTweak + WinKey will do what I want. However, if someone
could point me to documentation telling me what exactly these tools
change under the hood (registry, etc.), then that would be appreciated!

Hm, keys assigned with WinKey didn't work right out of the box. I first
had to disable Windows+X hotkeys using Tweak UI (Option: Explorer ->
Enable Windows+X hotkeys).

Now, I've one problem left to solve: Currently, the desired key
combinations only work for the user Administrator. This may be related
with the problem that I cannot disable Windows+X hotkeys as a normal
user, at least there's no corresponding option in Tweak UI. Any idea?
