No RemapKey in Windows Server 2003 Resource Kit Tools

I visited

to get Remapkey and swap the Capslock and Ctrl keys. This created an
executable c:\WINDOWS\system32\TweakUI.exe, and a folder in
Start->Programs->"Power Toys for Windows XP" containing the single link
TweakUI. I did a case-insensitive search of the entire C drive for a
file containing the characters remapkey, but none came up. All my
googling indicates that this is in fact the right to get RemapKey. Has
anyone had any recent success getting it?

Look in %ProgramFiles%\Windows Resource Kits\Tools
