Assigning one user rights to view another's inbox?

Guys,

how do I assign user2 reviewer rights to user1's inbox in Outlook 2003?
I've looked and looked and failed to find.

While we're at it, is this functionality also available in OWA?

Assuming an Exchange environment and the the delivery location is the
Exchange mailbox and not a PST.

Right click on Inbox
Go to permissions tab

Alternative method can be done via Tools > Options > Delegates

Also note worthy, if Outlook 2003 is running in cached mode, make sure they
are online/connected to the server. I believe the tab disappears when they
are disconnected/offline.

.... select "sharing" menu item.

Go to permissions tab
