Apply rules after message is read

Currently all rules are applied after a message is received, in v 2003. How
can I change this so that the rule is applied after I leave it. I would like
the message to stay in the inbox and then after it is read moved to a folder
I designate.

The only way to do this is with a manually-run rule.
