Rules are not being applied to new messages.

Rules are not being applied to new messages that arrive in the inbox but have
been set to apply to all messages in the Rules and and Alerts settings.

The rules are meant to move paticular messages that arrive in the inbox to a
designated folder. These rules work when I run the rule from the Tools>Rules
and Alerts dialongue but do not run automatically when any new messages arive
in the inbox.

The rule will not apply itself after the message has been opened either.
