www.doom9.com and www.videohelp.com/ have a few guides/forums for
ripping/editing and encoding.
If you mean to encode it a mpeg1 or SVCD-mpeg2 formats one option is DVDx
at http://www.labdv.com/dvdx/ (guide at doom9.org).
I think virtualdubmod can load vobs directly allowing basic editing of the
file before encoiding or frameserving to another editor/encoder.
Avisynth is another option for frameserving or/and editing the VOB but is
more complicated.
Otherwise go with TMPGenc...
