An unexpected error occured

I'm getting the following error on my personal computer:

When trying to access the add remove programs function in
Windows 2000 I get the following message.."An unexpected
error occured. Wrong number of arguments or invalid
property assignment res://sp3res.dll/default.hta"

I know the error is related to service pack 3. I installed
sp4. However, it did not solve the problem. Any ideas?
