I am currently working on building a custom default user profile for XP.
I've been working according the this MS KB article:

I thought that it would be a good idea to put certain Favorites in the All
Users profile instead of the custom default user profile, but when I put
something in the Favorites folder under the All Users profile, it doesn't
show up as a Favorite when another user logs in.
As far as building the default user profile is concerned, I can make the
necessary Favorites a part of that profile, but we don't want to have to do
that every time we want to add a Favorite that everyone can access. Can
anyone tell me what is causing this behavior, and how to fix it?
