All Users Favorites Not Showing Up

I am working on setting up profiles on a couple of XP machines. I've run
into a problem that I have not been able to solve. We want to set up our
Favorites so that all users have access to a given set of Favorites, plus
their own personal Favorites that will be stored with each user profile (the
same way Desktop icons and Start Menu customizations work).

This should be a snap. Just put the Favorites you want everyone to have
into the Favorites folder under the All Users profile, and the Favorites
that the users set should save automatically to the individual user
profiles. I've done this kind of set up on other machines and never had a
problem.

However, the machine I'm working on is just not cooperating. The Favorites
in the All Users profile don't show up for any users. I've searched the
Internet for solutions to this problem, and have tried a few things,
including the kellys-korner-xp.com solutions, but nothing has worked thus
far. Any ideas?

The other machines I've setup this way were either Win98 or W2K. I know
that a lot has changed from Win98 to XP, so something that works in Win98
may not work in XP. However, since Windows 2000 and XP are more similar,
and since it does work in W2K, I figured that it would work in XP as well.

I have been entertaining the idea that maybe Favorites in XP just don't work
the same way as the Start Menu and the Desktop icons where profiles are
concerned, but at the same time, it doesn't make much sense to me that they
would work differently. Maybe the Common Favorites is something that MS has
in the works to remedy the situation.

The other machines run Windows XP or earlier OS?

I believe the favorites does not work the same way as Start Menu, Desktop
icons in XP. The only area where it looks is the HKCU...User Shell Folders,
which by default is %Userprofile%\Favorites.

There is a 'Common Favorites' HKLM Shell Folders, but that does not seem to
work in XP.
