After shutdown, system starts on its own.

After I shutdown my system, the machine starts up on its own after about a
minute. I have the proper settings in the cmos and power settings in windows.
There is some program that says it fixes this common explorer bug and many
others. if other software is written and for sale to fix this error why isnt
it repaired during the windows update?

does anyone know how to fix this bug?

I am having a similar problem but accompanied by the system closed due to
serious error every time i start up.
I would be delighted if someone can help
