advanced server holding print jobs

Scenario is: My windows 2000 server is holding all print
jobs sent to it, whenever it is rebooted or a power surge
happens it reboots an trys to print all the jobs.

My server has all the latest updates and is running
Service pack 4.

The printer that it is print serving is a hp 4100 if it
matters.

Make sure that everyone has delete permissions on the spool folder.
