Admin account dissapears and limited accounts not available

Hi there,

I have a brand new laptop (HP) running XP Pro SP2 which logs on as
administrator by default. When I try and create another account two
things happen. ! I cannot create a limited user account as this option
is greyed out, and thisnew account then becomes the only account
available. The admin account dissapears leaving just the docs and
settings folder as it's only telltale sign it was ever there.

I've done some searching but nothing has come up - am I missing
something obvious?
