additional mailbox - unable to expand folder

I am trying to troubleshoot an issue for our exchange administrator and can
not find what the exact final fix is. First the details of our
environment/config

Domain: 2000
Exchange server: Windows 2000 (is a DC) with exchange 2003 sp1
Her e-mail client: Outlook 2003
my e-mail client: Outlook 2000.

Our e-mail administrator needed to get into someones mailbox for
legal/policy reasons to get a message out.

She attached to their mailbox in her OL 2003 and when she tries to expand
she gets: Unable to display the folder. Microsoft Office Outlook could not
access the specified folder location.

We found a technical document that talked about creating a seperate AD
global group; put her -as the exchange admin-, and myself as her back up in
it, add this security group to the mailbox store/database (under first
storage group) and set the full mailbox access to allow.

If I on my OL 2000 connect to an additional mailbox, I can expand the
mailbox just fine.
Her on the OL 2003, still gets the error message above.

If she goes into AD, goes to the users account, and goes to mailbox rights
for the user. Finds her name (our exchange administrator's- i mean) and click
allow for the full mailbox access then she can get to it.

Why is this working this way? Why is ol 2003 not picking up the security
group change on the store?
