"Add or Remove Programs" will not respond

Perhaps a really simple question...

When I am in control panel my 'add or remove programs' link will not
respond. Nothing happens. The computer does not freeze. There is no error
message. Just nothing. All other links within control panel respond. What
gives?

Thanks for your response Wesley. Unfortunately, when I get into Registry
Editory "Permissions" is not blackened and I cannot select this option, thus
I cannot proceed with the resolution.

Are you using a third-party theme? If so, revert back to Windows XP Theme
and try again (Tip posted long back by Sharon, MVP). If that does not help,
insert your Windows XP CD and run "SFC /Scannow" command from Start/Run.
