access denied. file in use.

I recently installed an new HD and made it the system drive. installed an
applied all service packs. The old drive I made into a Data drive were as
before it was partitioned with the system on C and data on E:
everything went smoothly. added users access to folders on data drive.

Now I am getting access denied on some files and folders. some users can
access while others cant. what could be the problem?

Okay I ran an experiment where I had 1 user create a document and save then
exit. another user tried to access it and got the access denied error. I
checked security settings on document and only the creator of the document
can access the file.

How do I get it to where anyone can access any document no matter who
created it?

Have you tried re-applying the file security to all files and files in
subfolders?
