Windows 2000 server - C:\ not accessible Access is denied

Folks, I need some help.

I've hit the wall on this problem. I have a customer's Windows 2000
Advanced Server.

When I boot it up, and try to access the C drive, it gives me this
error:

C:\ is not accessible. Access is denied.

When I put the drive into my diagnostic computer, I can bring up that
partition just fine, and access any file I want to.

I've tried changing the drive's IDE channel on the server without
success.

I've tried two different administrative logins without success.

The Event Log does not indicate any problems, other than disabling
write caching on the drive.

It's a single drive server with two partitions. I can access the 2nd
partition without any problems.

When I bring up System Properties and check the Operating System
settings, it does not list any OS's. And I'm sure I have Windows 2000
Advanced Server and the Console login option installed for this
server.

It will not boot in Safe Mode, but it does boot to Normal Mode.

Anyone have any ideas on how to fix this?

Dave - The plot thickens.

I followed the MSKB procedure to import the template. I got the
following error in the MMC trying to open the template.

"The data is invalid. Import failed"

I can actually type "C:\WINNT" in the address bar and view the Windows
directory. I actually saved a copy the defltdc.inf template into the
WINNT\Inf folder.

Any attempts to write to the other drive partition is failing with a
"drive busy or unwriteable" error, although I can browse it normally.

I've run the recovery console version of CHKDSK on the system
partition, and it found and repaired a few bad areas of the drive.

Any further suggestions?

One of the disks may have failed. I'd download and run the manufacturer's
disk diagnostic tools.
