100% CPU usage

I recently installed the tcp/ip portion of windows xp
home edition. Since then my cpu is at 100% usage and
hangs up frequently and is extremely slow.

When you have 100% use of the CPU it's most likely a virus of some sort. I
would suggest a virus scan first.

Its logging onto IE 6.0 and some programs and when I
