UserENV.DLL Error

During a SP4 install the server hung up. Now at reboot
the server comes up and I can log in as admin but I
receive an error message that userinit.exe has a problem.
The specific message is "The ordinal 175 could not be
located in the dynamic link library USERENV.DLL" The
server is functioning but it has not Icons or start menu
button and the screen is totally blue. Any ideas ?

I am receiving the same error as Joe on a W2k server after installing sp4. I'm searched everywhere but can't find the answer to this problem. I'm hoping someone who has the answer will reply soon.
