Error in USERINIT.exe after upgrading Win2K SP4

I am trying to repair a laptop after upgrade of Win2K SP4,
what I'm getting is the following error:
The ordinal 175 could not be located in the dynamic link
library USERENV.dll. I have copied the entire folder
WINNT from one laptop to another and hasn't resolved this
problem. Has anyone run into this as well, have any
suggestions.
