User Access Rights Problem

My computer will only allow me to install new programs
when I am logged in as the Administrator. I recently
installed Quickbooks 2003 and everytime I click the icon,
it says "User Access Rights Problem: your user account
for Windows was created with restricted access to system
resources. This will prevent QuickBooks from operating
properly. Please contact system Administator for
standard users.

I am the system administrator. What do I do?

Right click the QuickBooks shortcut, select run as, using the user ID under
which it was installed, input the password. NOTE: you will have to do this
each time you run QuickBooks or you can temporarily change your account to
an Administrator account, install QuickBooks in your user account, then
change the account back to a limited account and you should still have full
access. You can install it to the same folder in which it is already
installed without issue to either user.

Many applications were not designed for a multi-user environment, hence
requiring the above in order that multiple users be able to use the same
application. That said, I'm surprised QuickBooks didn't offer the option to
make the application available all users though it is possible that
QuickBooks 2003 was in development before XP was released. I know Quicken
2004 offers that option during setup.
