User Access Rights Problem

I am running windows 2000 & Quickbooks 2003 I am the
administrator & I have another user account but I want to
make so it cannot install programs but when I chose
restricted standard user quickbooks will give me a error
message (Your user account for windows was created with
restricted access to system resouces. This will prevent
quickbooks from operating properly. Please contact your
system administrator and ask him or her to grant you
standard user rights.) & when I change it to standard user
it will let them install programs which I don't want them
to be able to do.

Any Help will be Great

The Power user account is allowed to install applications by default and
that cannot be changed. Based on the article from Quicken the software will
only run if he user is a member of Power Users.
