run command missing in start

My Run command is missing from the start menu. I already went to Start
properties but I couldn't find the "Run" option from the list of menu to be
displayed. I also pressed the windows button + R but an error came up:
This operation has been cancelled due to restrictions on effect on this
compter. Please contact your system administrator.
I am only using one username on my pc.

Windows XP Professional or Home. That message indicates that a
Group Policy has been enabled. This behavior can also be the result
of Malware getting on the computer. If XP Professional you can run
the Group Policy editor to examine what policies are active:
Click Start, Run ( type ) GPedit.Msc [Enter]

To enable/disable the display of the Run option on the Start Menu, make your
choice via the Customize section of either the Start Menu or Classic Start Menu
choices found by a right-click on the Taskbar, select Properties > Start Menu
[tab] > Customize [button].

Thanks for the reply. I already went to START properties but I could not find
"RUN" from the list of the menu which can be checked... I also changed my
view to classic and still the Run menu isn't there. Any other idea?

I cannot run the group policy because my Run menu isn't showing up on my
start menu list. Is there a free malware removal you can recommend?

That did work actually. I found that answer too from one of the posted
questions here. But anyway, I already have my Run command. But when I install
anything, I get the error: You are not permitted to execute tha following
program .\setup.exe. Please contact your administrator to require access.

I already have my run command so I can check on the group policy. But I'm not
very computer literate, what should I look for under the group policy
settings?
