Shutdown Button, Run Command Disappeared

I'm not getting the shut down button in the start menu; neither is there the
run button. Even in the task manager run command & shut down menu do not
work. I'm only getting the option of Logoff option in the start menu. It
seems to happen after I installed Adobe Dreamweaver; unfortunately I've lost
the restore point too. Even pressing Windows+R for Run Command I receive an
error "This operation has been cancelled due to restrictions in effect on
this computer. Please contact your system administrator." whereas I do have
administrator rights. Even some registry tweaks give error "Registry Editing
has been disabled by your administrator".

Something has changed a bunch of your settings. Do this first...

UPDATE your antivirus software and run a full system scan.

UPDATE whatever anti-spyware applications that you have and run a full
system scan with each one.

You might want to start in Safe Mode to run your antivirus and anti-spyware
software.

Running a full system antivirus scan or anti-spyware scan in Safe Mode can
be a good idea. Some viruses and other malware like to conceal themselves
in areas Windows protects while using them. Safe mode will prevent those
applications access and therefore unprotect the viruses or other malware
allowing for easier removal.

If you are using a stand alone computer...

Pressing the Windows key + the R key will open Run.

With the XP Start Menu...
Right click the Start button | Properties |
Start Menu tab | Customize button |
Advanced tab | Scroll down and check:
Run command | Click OK | Click Apply | Click OK

With the Classic Start Menu...
Right click the Start button | Properties |
Start Menu tab | Customize button |
Check: Display Run | Click OK | Click Apply | Click OK

If you have XP Pro or XP Home and the above did not work...

To verify what type of Logon you are using, go to the Control Panel | User
Accounts | Change the way users log on or off. If the Welcome Screen is not
checked then you are using the Classic Logon, there for no Shut down men
will not be present for the Task Manager.

I have no idea if any of the above changes if on a domain.

Gaurav, have you figured out what the problem was? I'm struggling with
the same problem. It came after a computer slowdown and forced restart
(reset button). I'm on Windows 2003.

Hi Keke

I performed the full system virus scan but got nothing. Yet I found a
solution. I created another user account with the administrator rights; used
the Files & Settings Transfer Wizard of XP to make my new account look same
as my previous one and then deleted my old account. The problem was not found
in the new account.

I had something similar to this with the Administrator account on a machine
that didn't have the shut down button. I found 2 instances of MSN Messenger
running. I unchecked both and my shut down option in the Start Menu came
back.
