PC keeps switching to "work offline" and changes connection method

I recently had to completely reinstall Windows XP on this machine, and ever
since I have, I've had a problem with IE switching to "Work offline" mode,
and changing my connection method to "Always Dial my default connection" from
"Never Dial a connection".

Anyone have any ideas on how to prevent/correct this? I already changed the
setting on the advanced tab to Uncheck "Enable offline items to be
synchronized on a schedule"

Anyone have any idea why my machine keeps wanting to switch to offline mode?
Its really annoying. My other machine on the same router keeps working fine!

Windows XP SP02, IE 6.0.2900
Connecting with a cable modem--set to never dial, lan settings set to
automatically detect settings
