Avoiding "work offline" mode when dial-up fails?

I have a dial-up connection, and in cases when it fails,
IE6 automatically goes into "work offline" mode.

This causes a couple of strange and annoying problems: a
glitch on the Yahoo Mail site, where it claims you have
used an invalid password to log in, forcing you to flush
the browser's cache to fix it. The other is that
sometimes the browser will frantically try to connect to
something, triggering the "click" sound effect to sound
rapid-fire and overloading the CPU to the extent it can
take minutes for unclicking "Work Offline" on the File
menu to take effect.

I connect by opening the Yahoo site and letting the
browser call up the Internet connection, in the interest
of a one-step process. I imagine a workaround would be to
manually open the connection and then IE6, but would
prefer to tell IE6 not to go "work offline" when the
connection fails.

You can't stop IE from going into offline mode in these circumstances.
