I am an amatuer when it comes to computers so that said
and done I feel the The Microsoft antyspyware program is
useless it will not detect WxBugExe Adware Minibug no
damage is done by this bug but I hate someone spying on
me.
The Norton's program detects the above but I am unable to
delete it.

Restart you computer in safe mode, open Microsoft AntiSpyware, on the scan
page, choose scan options > full system scan > "Run Scan Now". Its still
beta, remember that.

There is no industry agreement on a definition of spyware.

Have you asked Norton's support about how to remove this?
