IE6 Toolbar & Menu Text Mismatch

I've seen other posters describe this problem here but have seen no solutions. Hard to describe in
the subject line....

When I right-click on a blank area of the main toolbar I get a list of available toolbars. However
they do not match the toolbar selected. For example, if I select the "MSN Toolbar", the Norton
AntiVirus Toolbar appears! Similarly, if I select "Norton AntiVirus Toolbar", the EarthLink Toolbar
appears! I ran the IE Repari Tool with no effect. Any ideas? Running W2K.
