IE - can't access Internet Options menu

Running IE V6.0.2800.1106.xpsp2.030422-1633IC

Can't access Internet Options via the Tools menu - get msg:
"This operation has been cancelled due to restrictions in effect on this computer. Please contact your system administrator."

Any ideas why/how this has been restricted and how do I "release" this restriction??
