INTERNET OPTIONS

Hi I downloaded Explorer 7 everything was fine until last night,when I select
tools and then Internet Options a recieve a warning " This operation has been
cancelled due to restrictions in effect on this computer please contact
administrator "

I am the administrator, this is also happening on my husbands sign on so we
can't change internet options .Any help would be appreciated .
