Internet options restricted IE7

Dear all
I have just update IE from IE6 to IE7 because I was having problems with
Java in IE6.
Now I cannot use the "Internet Options" from tools in IE7, I get the
following "restrictions" message:-
"The operation has been cancelled due to restrictions in effect on this
computer. Please contact your system administrator."

I am the only user of this PC and therefore a Administrator.
I am using Windows XP.

Launch REGEDIT from the Start menu's Run dialog. Navigate to HKEY_
CURRENT_USER\Software\Policies\ Microsoft\Internet Explorer\
Restrictions. If you don't find the key, look for the same key but
starting in HKEY_LOCAL_MACHINE. In the right-hand pane, look for a value
named NoBrowserOptions. If this value exists, delete it and restart your
computer.

I have just update IE from IE6 to IE7 because I was having problems with

What problems? Upgrading IE in hopes of fixing an existing problem is
seldom a wise idea.

What anti-virus application or security suite is installed and is your
subscription current? What anti-spyware applications (other than Defender)?
What third-party firewall (if any)? Were any of these applications running
in the background when you installed IE7?

Has a(another) Norton or McAfee application ever been installed on this
machine (e.g., a free-trial version that came preinstalled when you bought
it)?

NB: If you've got a hijackware problem, the above probably won't fix the
behavior!
