How can I get hotfix 831938?

I'm experiencing the problem described by 831938 and I
tried to get the hotfix from Microsoft, but they make it
impossible. They've wasted an hour of my time by telling
me that I could contact them via email and they'd give me
the hotfix for free. I created a .NET passport to no
avail.

Any help out there?

The only way to obtain the patch is to contact Microsoft as outlined in the article.

To resolve this problem immediately, contact Microsoft Product Support Services

The article states:
contact Microsoft Product Support Services to obtain the
hotfix.

And the page had a link to send them an email, but I had
to create a .NET passport. So I did. And then it asked me
what product. I said XP. It told me there were no on-line
support options for XP.

Are you telling me that Microsoft has so little computer
competence that I have to use the PHONE? Did they get
bought by AT&T??

Yes, you must contact them using a everyday telecommunications
technology device commonly know as the "telephone".
