HELP!! application failed to initialise properly (0xc0000017)

All of a sudden the internet stops working and when trying to open programs or if I do ctrl-alt-delete for Task Manager, I get the error: " the application failed To initialize properly. (0xc0000017).

restarting the computer fixes the problem, but it happens way too often.

Any suggestions?
