Event 26 system error -- Application popup error (0xc0000017) -- at login screen

I leave my PC on all the time. Today I came home and went to log in.
In front of the screen was a dialogue box. I had for the first time,
according to the event viewer, an Event 26 system error dialogue box
in front of the login screen: "Application popup: Windows -
Application Error: The application failed to initialize properly
(0xc0000017). Click on OK to terminate the application." I clicked OK,
logged in OK, but had no Internet access, even though other machines
connected to the Net worked fine. Had to reboot to get it back.

I also received a system memory running low message, and one about the
server unable to allocate from the system nonpaged pool. I've gotten
these two before and tried increasing virtual memory, running defrag
and chkdsk etc. as recommended in some Web articles I read. No
problems.

What do you think is going on here and how do I fix this? I am running
an HP Pavilion desktop with XP Home and service pack 1 with 512 megs
of RAM. Any help appreciated. Please email reply as well. Here are the
complete string of messages:

* 11/11/2003 6:51 AM Event 26 system error -- Application popup:
Windows - Application Error: The application failed to initialize
properly
(0xc0000017). Click on OK to terminate the application.

* 6:54 AM Srv system error: The server was unable to allocate from the
system nonpaged pool because the pool was empty.

I get this all the time too. I see things like OPXPApp.exe having
problems as well. I don't reboot though, I'll just re-connect and
it's fine but occasionally my machine will BSOD out and re-start.
Also, when this happens, my wave drivers get confused so I have to
re-boot to hear my tunes.
