A new server is given a static IP address in its network bindings as
well as in Active Directory on the Domain Controller. But upon
rebooting, the new server always has a dynamic IP address!

On the new server:
IPCONFIG -- shows that the machine has received a dynamic address
IPCONFIG /RELEASE -- goes back to 0.0.0.0
IPCONFIG /RENEW (grabs a dynamic IP address!)

Both machines are running Windows2003 server.

How do I figure out the cause of this defiant behavior?

Check the TCP/IP properties of the network adapter.
