You are not authorized to view this page

Sorry if this has been asked before, but I started getting
the "you are not authorized to view this page" error
message a few days ago whenever I try to access a website
via a link in the breaking news emails I receive. Any
ideas about what the problem is and how to fix it? And I
do have the lastest version of IE, if that helps. Thanks!
 
Possibly a 403 error.

Only one site.
It may be a HOSTS file problem.
Look also for a file named HOSTS (no extension, could be hidden) rename it
OLDHOSTS.

If you did not create the file, then you may have parasites, or you are
using a web accelerator program that would be causing this problem.

Rule out parasites.

Check your time and date on your computer if only one site is the problem.
Remove the cookie and the Temporary Internet Files associated with the site.

Angela, how did you fix the problem. I have a customer trying to
access my secure website, but he tells me that he does not get
prompted for a username or password. Instead he gets the "You are not
authorized to view this page." I had him delete his cookies and clear
his history, but it still doesn't work.
