XPSP2 doesn't allow me to Unblock file for extraction

When trying to extract a compressed file I get - "Windows Security Warning"
"Windows has blocked access to these files to help protect your computer."
It then suggests to right-click on the compressed file, go to properties and
uncheck the "blocked" field. Problem is when I open the properties of the
compressed file, there is no "blocked" field for me to uncheck so I can't
uncompress the file.

Note: This doesn't happens with XPSP1. I also have the FIREWALL turned
completely off.
