XP's Help and Support menu

When the "Did You Know?" tries to update I get the message "When you are
connected to the Internet, this area will display links to timely help and
support information".

I am connected with a broadband connection, using XP Home, no home network
and I am the only user.
I am using a laptop with a "D-Link DFE-680TXD-Based CardBus Fast Ethernet
Adapter"
I have no trouble with any other online activity.
I have the XP firewall active.

This section of the Help and Support Center used to work, but has not done
so for quite a while now.

Any help in getting this service back would be appreciated.
