XPClean Menu is a "Menu System Only".

XPClean Menu has Menu Buttons linking you to external programs for Quick
Launch. You may have already installed some or all of these great
programs, however, if you have not installed these freeware programs for
Windows XP, the Menu Button will ask if you would like to visit the
programs website to read about and possibly install these programs.
