XP won't shut down and does a restart.

When I try to do shut downs XP will not do a complete shut down. It will go
into a loop and restart. I set the system to shut down to read the BSOD. I
have checked the device manager and there are no hardware conflicts or driver
conflicts. I am confused!

Here is what I get: IRQL_NOT_LESS_OR_EQUAL
Technical Information:

I have done Defrags, Disk Scans etc. I do not know why this is happening.
Any idea? I have checked the troubleshooting no solutions.

My pc is a Compaq Presario 5007R, original OS was ME which was trash (sorry
but the truth), so I upgraded it to XP Home Edition

You have some device installed that needs a better driver. (Probably your
burner) You might try disabling them one at a time till the error stops.
