XP will not boot. PCI.SYS problem

Problem: After a successful self test by my PC I get
a "PCI.SYS missing or corrupt" message when XP tries to
load. I tried running the repair console from setup
disk...it starts but then I get "File setupdd.sys could
not be loaded. The error code is 4" I tried replacing
the PCI.sys while in DOS to no avail. I can't run the
repair console at all (BIOS is set up correctly to boot
from CD)due to the above error.

Any suggestions would be appreciated.
