Try entering the IP address of the XP machine in the DNS
entry of the W98 machine.
If this doesn't work, try un-installing the Norton
firewall. I've had this problem and un-installing
Norton, checking that everything worked, and then re-
installing Norton sorted it for me.

In my limited experience with something similar, have Gateway off on the
client machine, and no firewall there at all. The only firewall should
be on the connection to the internet that is shared (but on that machine
the local connection can be in the trusted zone, with firewalling 'off'
or 'minimal').
Also be sure that in the firewall on the internet connection - if you
use Norton there (I use Zone Alarm, so it may be a bit different) you
must allow Application Gateway service and General Host process for
Windows services (svchost) access *and* to act as servers - this appears
to be so that DNS requests to your ISP can get through

I'm coming a bit late to the thread, but 1) be sure you have a username
and password on the Win98 box and are actually logging in instead of
going directly to the desktop; 2) be sure the same user account with
password is created on the WinXP box; 3) be sure Guest is turned On on
the XP box (sometimes this helps, although $deity only knows why).
