XP start-up hangs after XP logo appears

When PC is powered on, I see the color XP logo with the black background
and I see the small colored cursor moving just below the XP logo.
Once that completes, the screen goes all black for a few seconds, as it
always has, then the solid blue background appears and has XP logo, the
mouse pointer is visible and I can move it with the mouse. It just sits here
forever.

I tried booting to safe mode and also "last known good config", but it
always
stops at this same spot.

Any ideas on how to proceed with debug or what the issue could be.

What is the make and model of the computer?

Do you have any system disks?

Instead of safe mode have you tried the other options on that menu?
