Windows XP Professional - Shutdown Issues

Thanks for your time!

When I turn off my PC, or restart it, it hangs on the blue screen with the
windows logo, with the text "Windows is shutting down..."

It does this indefinately, I have a cursor, and I can move it around so I
know it has not frozen.

My OS is Windows XP Professional.
