XP SP2

While trying to install SP2 the installation failed and not the computer
reboots with no desktop icons and an error message : The procedure entry
point SHCREATETHREADREF could not be located in the dynamic link library
SHLWAPI.DLL.

I tried the fixes listed for the NT failure of this type with no luck.
