xp shortcuts not running from win2000 server custom menus

I work for a school system the has been running 98
clients in a 2000 server environment. We have started
implementing XP clients.
The problem is a lot of the software requires that it be
run in 95 compatibility mode. When we copy shortcuts up
to the netlogon share for the custom menus they dont
retain the compatibility settings and the software wont
run properly on the XP clients.
Storing shortcuts locally isnt an option because it would
require building new images and reimaging hundreds of
computers each time we want to add new software.

Can you put the XP machines in a different organisational unit and use
folder redirection in group policy editor?

However at our school what we do is run explorer.exe in 2 pane mode as a
startup script option, which browses a set of folders full of shortcuts on
a network share.
